How Big is the Problem?

National advocacy groups such as the American Society for Prevention of Cruelty to Animals (ASPCA) and The Humane Society of the United States estimate that there are 10,000 inhumane breeding facilities in the United States, producing around 2 million puppies each year. That number may be low: Not all facilities are required to be licensed, and of those which do require licenses, many fail to comply and instead stay under the radar of authorities. So obtaining exact numbers is difficult.
